1000 Eyes Restrict vs. Ring

If Ring of Destruction is activates on 1000 eyes in chain to 1000 eyes activating it's effect, what happens to the monster that was targetted by 1000 eyes?

Thousand-Eyes Restrict's effect never resolves since it was destroyed before that could happen, so the selected monster stays where it is.

And no damage is inflicted to both players, 'cause TER atk is 0.

Thousand-Eyes' effect DOES resolve, but it just resolves without effect, because TER requires itself to be face-up at resolution to resolve properly. Just for clarity, aight, Deathjester?

That's quite alright. Almost forgot about that. And on that subject, there are never any cases where an effect won't resolve at all, correct (not counting not being able to activate an effect in the first place, of course)? They just resolve without any effect.
