1) Can the promo card (Grandmaster of the Six Samurai in this specific case) be used in the sneak preview tournament? (I am not very familiar to this kind of event)

2) Is Magical Stone Excavation already legal for tournaments?

1) According to UDE, a change in policy is allowing the promo to be used in the event.

2) I believe it was legal upon release but I could be wrong there.

Magical Stone Excavation is legal tender for tournaments as the boosters are already released and in the marketplace. Have fun with it.

They should tell you if you can or not. And if they don't just ask one of the judges. I can't say since the last sneak preview I went to, they didn't have any of the promo cards.
