I have a question about two of the toons, Toon Gemini Elf and Toon Masked Sorcerer. Are they treated as spellcasters, by that i mean could they work well with most of the cards in the new spellcaster structure deck? Just wanted to know cause they are Spellcaster/Toon and that kinda confused me! ThanX For The Help!

Of course they count as Spellcasters! 
This is similar to a Union Monster, or certain Fusion and Ritual Monsters. While they are a certain 'classification' (thanks, masterwoo0) of monster, they still have types and sub-types.
Toon Gemini Elf is treated as an EARTH Monster, a Toon Monster, and Spellcaster-type Monster.
Thousand-Eyes Restrict is treated as a DARK Monster, a Fusion Monster, and a Spellcaster-type Monster.
EDIT: They share all the advantages and disadvantages of being each of these types and sub-types.

"Toon" only descibes the classification of the monster, not the type.
"Toon" Monsters are not a type, just as "Spirit" Monsters are not a type.
