On the card it says " This card cannot be Special Summoned." Now what i want to know is does that mean he can't be SS in any way?
Can he be removed then brought back with RFTDD or Dimension Fusion? Thanks for the help!

He cannot be special summoned in any way. This includes being special summoned from the Removed from Play Pile.

However, it doesn't mean he can't be brought back. Use cards like Monster Reincarnation to bring him back to your hand for resummoning. Ancient Gear Golem works wonders with Ultimate Offering.
