Andro Sphinx and Sphinx Telia - Can they be normal summoned?

The answer may appear obvious because the the card says in the second sentence "This card cannot attack during the turn it is normal summoned or special summoned." However, I was told by a duelist yesterday that he had seen it ruled at a national tournament and confirmed from a call to upper deck that these two cards cannot in fact be normal summoned. I would phone upper deck myself if it was possible but can't find a number. Can anyone clear this up definitevely? Thanks in advance.
 
Yes they can be normal summoned by offering 2 monsters on your side of the field as a tribute (or by offering "Kaiser Sea Horse" since they are LIGHT monsters and his effect satisfies the 2 Tribute requirement in this case).

By in large, any monster can be normal summoned unless the card says otherwise (such as "This monster cannot be normal summoned or set...", "This monster can only be special summoned...", "This monster can only be ritual summoned..." etc.)

"Theinen the Great Sphinx" however cannot be normal summoned.

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by paying 500 Life Points when both "Andro Sphinx" and "Sphinx Teleia" on your side of the field are destroyed at the same time; then you can Special Summon this monster from your Hand or Deck. When this card is Special Summoned successfully, pay 500 Life Points to increase the ATK of this card by 3000 points until the end of the End Phase.
