Another Priority Question

When you get Priority after summons after your opponent activate/chain a card to chain against it. What are other situations you get Priority when you start a Phase ? Can you tell me when you get Priority ?
 
Priority is always there. Under normal circumstances, the Turn Player has Priority when moving into new phases/steps, and the Opposing Player has Priority when Priority is passed from the Turn Player to the Opposing Player. The most commons ways the Turn Player passes Priority:

a) He/She uses an effect that forms a Chain Link.
b) He/She chooses not to play an effect and gives the opponent a chance to play an effect.
 
So as opponent it is smart to ask you want to use Prioryt. Turn Player uhm..... no and than you activate a card.

You got Priorty until you give it a way, or it's given away because you activated a card.
 
Most of the time that you have priority you will be given the option to use it or pass. On some occasions, howerev, an effect can "rob" you of it, for lack of a better term. Breaker the Magical Warrior for example. His effect activates as soon as he is summoned therby giving your opponent a chance to chain to it.
