I used the same thinking (cards don't switch targets) to prove that Hammer Shot wasn't targetting, even though it only affects one monster. I said that monster could vary between activation and resolution, and that the card resolved properly (assuming a face-up monster still present, of course), and since targets cannot change then Hammer Shot didn't target in the first place. Easy.
Of course, my explanation to this person was longer. Oh, the pains of having to teach people the Konami way!
