Ruling on the card
If your opponent Flip Summons a monster with a Flip Effect, and chains a card like "Ring of Destruction" to destroy "Fiend Skull Dragon", the Flip Effect will not be negated since "Fiend Skull Dragon" is no longer on the field when the Flip Effect resolves, and it will only negate Flip Effect "as long as this card remains face-up on the field".

Effect of Fiend Skull Dragon
This monster can only be Fusion Summoned by the above Fusion-Material Monsters. As long as this card remains face-up on the field, negate all Flip Effect Monsters' effects. In addition, negate the effects of a Trap Card that specifically designates this card as a target and destroy it.

as a side question... does FSD negate the entire effects of the flip effect monsters, such as slate warrior's second effect?
 
EDIT

It was just brought to my attention that Blade Knight in this situation would negate both effects of slate. FiendSkull has the simlar text to Blade Knight. So till someone asks the Judge group...I think it would negate both effects slate.

The ruling:
If "Blade Knight" destroys a Flip Effect Monster like "Slate Warrior", even that monster's non-Flip effects are negated. So in this case, "Slate Warrior" does not reduce the ATK and DEF of the "Blade Knight" that destroyed it, because "Blade Knight" negates its effect.

I guess we are waiting for clarification...
