Bait Doll

From what I've read on the Judges' List, Bait Doll will not force a player to pay the cost for the targeted trap while the effect may still activate. Am I to assume that a player will be able to activate his own Bait Doll on his face-down Raigeki Break set on the same turn to destroy his opponent's monster without discard? Or for that matter, any other trap whose activation requirements are fulfilled?
 
If Raigeki Break was set in your first turn, and you activated Bait Doll on your Following turn, then the timing for forcing the activation is correct.

However, what I took from the ruling of "not forcing the player to pay the cost" was that you did not have to destroy a card, per se. If the player of the activated trap wanted to use the effect, then they must willingly still pay the cost. otherwise the timing would still be incorrect.

I could be blowing smoke, though.^_^'
