if Banisher of the Light is face-up on the field and a Needle Worm is flipped face-up do the opponent dicard all the cards in his/her Deck, because non of the cards are going to the graveyard?

If thats the case, then no. Needle Worm's effect simple forces 5 cards to the Graveyard. If another effect happens to redirect the cards to the Removed From Game Area, then it's simple redirected.
Note that Needle Worm does not say anything about drawing cards. It sends all five cards in one lump sum. Redirecting them will not force you to grab another five.

It's true if you can't draw in the Draw Phase you loose, but i'm pretty sure that loosing from inability to draw applies to effects as well. In the case of effect that makes you "draw" if you run out of cards to draw, before the required amount is drawn, you will loose as soon as the effect finishes resolving. If both players deckout together, it's a draw game.
