when a mosnter is in defense position and is attack and the def is greater than the atk, the atking player receives damage.....if robbin gobblin was on the field does that player also lose a card??

same question with that dark scorpion menae....
when shes in defense and deals damage, can she get another dark scoprion?
 
Yes and yes.

As mentioned, only if you're the controler of Robin Goblin.

Both instances are still battle damage. In today's meta it's an interesting proposition to play a few 2000 def. monsters and a Robin Goblin. The first time they take that loss of a card combined with a few hundred battle damage for recklessly ramming into your Giant Soldier of Stone, Gear Golem the Moving Fortress, Big Shield Guardna, or Stone Statue of the Aztecs.....they'll certainly think two or three times before attacking anything face down again....which opens up fun possibilities ;)

I've been running a machine deck with Gear Golem the Moving Fortress and Roulette Barrel. It's worth it just to watch the reaction when they attack with Air Knight Parshath and are reaching for their deck to draw before my monster is even flipped.....AH AH Ahhhh! Hold on there buddy boy! I activate Robin Goblin in response to your attack....now YOU discard....not draw :D These high def. monsters also often give you a few turns to draw combos you likely wouldn't have the chance to otherwise.
 
Yes and it combos nicely with Mefist the Infernal General and Airknight quite nicely. Even is pretty helpful in a Zombie/Hand Control deck.

I've set a Wall of Illusion once in a Fiend deck and activated Mirror Wall while I had Robbin' Goblin out and they were forced to run two Beserk Gorilla into it and lose two cards from there hand plus 1700 life points.

There's so many ways to use Robbin' Goblin that it's kind of hard not to see it as a pretty enjoyable card to play. Like John said, high defensive monsters like Roulette Barrel aren't widely used. You could even use it with Gravekeeper's Spy and Gravekeeper's Guard for added control, thinning, and annoyance. ;)
