The first effect of "Black Luster Soldier - Envoy of the Beginning" can be activated during your Main Phase 1 or 2. The second effect can be activated during your Damage Step in your Battle Phase, and can be chained to.

Because that's how they thought that's how the card is played and the ruling on the FAQ thugh in fact at the 2004 Worlds (and I'm going to assume the 2005 Worlds as well), the judges were told that the proper way to play the card is that if you want to use the "attack twice" effect, it must be activated in your Main Phase 1. (So basically they were saying "we're playing it wrong".) Of course until they change the ruling here it's played the way we have been all along: destroy a monster with it, activate the effect, and then attack again. Of course since it is a chainable effect, you can Divine Wrath it.
