BOOst can any one explain

Boost payments are typically extra resource points you pay when you recruit a character in addition to the normal recruit cost. If you pay the boost cost, you get the effect listed on the card. If you don't, you can still recruit the character, but without the effect.
 
Kepp in mind you have to have the resorce point at the time of recruitment to pay for its Boost effect. So if you have 5 resources and your recruiting a 4 cost character and your character has a Boost:2 effect, you only have 1 resource left so you cannot afford to pay it's boost cost.
