No, you may only activate Breaker the Magical Warrior's effect in your Main Phase 1 or Main Phase 2.
Breaker's effect is a Spell Speed 1. Generally, Effect Monster's that can be activaed during your opponents turn will say so in thier card text. Strike Ninja and A-Team: Trap Disposal Unit for example.
