The answer is in the card registry:
You can use "Breaker, the Magical Warrior"'s effect multiple times in the same turn as long as you can keep re-supplying him with Spell Counters (using "Pitch-Black Power Stone", etc.).

no, you add the counter when he is normal summoned. Currently, the only ways to, as you put it, "reload" breaker's effect is by using Pitch Black Powerstone, Apprentice Magician, or by returning Breaker to your hand and normal summoning it again.
