can mask of restrict stop synchro summonings

if i have a mask of restrict on the field and my friend has a tuner and a non-tuner monster in the field can he synchro summon?

(i know it wont stop it if it is started and i chain it with mask of restrict.)

Mask of Restrict won't prevent a Synchro Summon because no tributes are involved in a Synchro Summon. You "send" the monsters to the Graveyard, which is a different mechanic the "tribute".

I should pull you up on that last paragraph of yours. A Synchro Summon is a Summon, not an effect. You can only chain to a Summon with cards that negate Summons ("Solemn Judgment" and the like).
