can you counter shrink or rush in damage calc with drain and or jammer?

hello everyone,

Since the only cards that can be activated on damage step are atk def mod...its impossible to counter them with things like magic drain , jammer or the S. judgement?

No those aren't the only cards that can be activated in the damage step. Counter traps can be activated anytime including the damage step. So yes, you can negate the spell card with Magic Jammer, Magic Drain, Spell Shield Type-8, Solemn Judgment, etc.
