card of sanctity vs horus l6

hi there
just have a quick question concerning horus l6 which is:

if card of sanctity is played while horus l6 is onfield is he removed from play or does he stay?

i know he is not affected by spell cards but he can be used as a cost i.e level up, any other cost related spell cards but is card of sanctity's effect of removing all cards from play a cost effect?

That is right. The cards on your side of the field and in your hand are removed from play as a cost. Than draw cards until you have 2 cards in your hand. Than as last Card of Sanctity goes to the graveyard.
