Wow, I'm doing ALOT of CDIP. Maybe because I'm trying to tell people cards that are somewhat "worth" in this pile of stupid packs.
Today is another non-monster review. So this is the effect.

Flash of the Forbidden Spell
Activate only when all of your opponent's Monster Card Zones are occupied by monsters. Destroy all monsters on your opponent's side of the field.

Hmm, did I just read that correctly, the last line says, "Destroy all monsters on your opponent's side of the field." Did I read that right or does this sounds like RAIGEKI here?! Wow, a card effect that have one of the most broken cards in YGO. There HAVE to be a negative factor here. And well, although it have no negative factor, it DOES have an activation requirement.
The requirement is that all of your foe's monster zone have to be filled. That means five monsters have to be in your foe's field. Now, when your foe have 5 monsters on their field, it usually means your getting your ass kicked, and it's probably too late to activate this card. But there are other ways to pull this effect more quickly.
One common way is your foe to activate Scapegoat. They got 4 stupid weenies on their field so when they get one more monster, that's 5. Another way is to use Ojama Trio to force your foe to gain 3 stupid monsters. Then you just wait till they get 2 more monsters. And the fact that Ojama Trio tokens will do 900LP total damage when destroyed is a bonus. Another silly way is to chance your luck and use Destiny Hero Diamond Dude. That guy just loves to ignore all pesky conditions, and running Flash Forbidden is alot safer then say Des Croaking/Ojama Delta Hurricane/etc. (Although those cards have better effect.)
Some other umcommon ways is to make your foe special summon as well. Stuff like Spear Cretin, The Shallow Grave, Gilasaurus, etc.
It'll be rare for your foe to have all 5 effect monsters flooded in their field unless they discarded a ton of Dark World Monster or something like Hydrogeddon, but still, with players who wants to mass summon as much as possible, it's somewhat easy to make your foe have 5 monsters as long as you support them as well. But still, this card is defiantely nowhere near splashable.

It needs a dedicated deck. Along with the fact that just to destroy like 1 or 2 of your foe's key monster, you have to flood your foe's field to do so, is a bit of annoyance and can definately backfire against you if you don't play correctly.
