Another card, and meh, I'm SOOO running out of cards to review.
This time, it's a spell card, and it's a card that's worth creating a whole deck theme out of.

Continuous Spell card
The controller of this card pays 500 Life Points during each of their Standby Phases (this is not optional). Monster Cards that would be returned from the field to the hand are removed from play instead.

This card turns all bounce effects into removals. It pretty much sounds similar to Macrocosmos/Dimensional Fissure.
Basically, this card can be a key in a bounce deck. It'll turn cards like Penguin Soldier into a card more feared then even Old Vindictive, turn Compulsory Evacuation Device into card more flexable then even Sakuretsu and Forced Back becomes way too deadly for a Counter Trap. Heck, I'm just listing examples, there's TONS of WAY MORE bounce cards then these. You can even be silly and use Begone, Knave! (If you want to risk removing your own cards) Heck, it can even turn Guardian Sphinx into Raigeki effect + removal each turn.
There are other cards of your foe that can automatically this card can kill. And that's pretty much all of the Spirit Monsters. All of those annoying Asura Priest are GONE. (Too bad we didn't had this when Tsukuyomi was still legal)
Oh, and I don't think this card works with effects that bounce cards to your foe's deck. (e.g. Legendary Jujitsu Master) cause the card specifically says bounce to foe's HAND, not deck.
Now the prob is, the 500LP mandatory payment. With that card, you pretty much have to win the game within 16 turns after avtivation even with full 8000LP health. (And this is not counting any damage your foe does to you or any more LP damage you pay) But there are ways to counter that. There's Solemn Wishes which gives you 500LP each time you draw. And since you draw at least once in your Draw Phase, it balances out with Degenerate Circuit.
And finally, this card, like all deck strat that revolves around s/t is weak to Heavy Storm/MST/Dust/Breaker/Mobius. Well, at least since it's a spell card, at least it's not weak to Royal Decree/Jinzo. (And almost nobody plays Spell Canceller) And you'll probably not worry too much about Mobius either since you'll be removing so much monster cards very quickly. Breaker will also won't be too much of an issue with Forced Back/CED, which leaves with Heavy/MST/Dust. I don't know, maybe add Magic Drain/Solemn Judgment in your sidedeck. And with Dust Tornado prob, I've actually seen people use Jinzo to solve it.
Is this card CC, no probably not. But it CAN be a anti-CC. We all know that Macro/Dimensional Fissure is totally anti-CC with effects that kills all graveyard effect + turning DDS/DDSP into ultimate floaters.
In the end, I give this card a

A great fun card which you can make a deck theme out of. Any card you can create a deck theme is a good fun card. Might have given a 9 if it wasn't for the LP cost, but then again, this card effect might be too broken without the LP cost. (But IMO, cards like Dimensional Fissure should have LP cost...)
