Ceasefire - when to use?

Hello

I have seen comments in these forums that indicate that Ceasefire can be activated when either:
1. there is a face-down monster on the field, OR
2. there is face-up effect monster on the field

Is that the case? If so, is there an official ruling you can point me towards? The card text seems to indicate that there MUST be a face-down monster involved...

Look at rulings like this:
#5. [Re: D. D. Trap Hole] "Set", as an adjective (as in the second sentence of "D.D. Trap Hole"), means a face-down monster. So if "Ceasefire" is chained to "D.D. Trap Hole", the effect of "D.D. Trap Hole" Disappears because the opponent's monster is no longer Set.

Can't find any other rulings... but it is... there must be either an 'unknown' card be to activate it (Set monster, as an example) or an face-up Effect monster.

Answer:

You can activate "Ceasefire" as long as there is at least 1 face-down monster
on the field OR there is at least 1 effect monster on the field (or both).


You will note that this card works quite similar to "The Spell Absorbing Life."
The answer to your question could have been extrapolated by looking
at the activation ruling for "The Spell Absorbing Life."
