Does at least one monster have to be face down on the field in order for anyone to activate Ceasefire?

To activate Ceasefire you need to have either one (or both) of the following be true:

1. There is a face down creature on the field.
2. There is an effect creature on the field.

At least one of two conditions must be met to activate Ceasefire:
There must either be a face-down monster or a face-up Effect monster. (or both)

the last post by strike ninja just confused me. I thought that i read a ruling earlier that there had to be at least one face down monster in order to qualify the activation of the first part of the card's text.

So do I have to have one face down monster?

If there is a face-up effect monster there does Not have to be a face-down monster.

In addition, the only time a face-up monster is important when using "Ceasefire" is if you are chaining "Barrel Behind the Door". If there is at least 1 face-up effect monster on the field, then you can chain BBtD, but if only face-down monsters exist, then you can't chain BBtD because it is still unknown if there is going to be any inflict damage at all.
