I'll try to answer... I believe that with Spell Economics you don't have to pay only the costs written on each spell card you want to activate, instead the effect of Chain energy is an outside effect, so you have to pay because of this card.

Well the wording is the part that makes this a problem. In a nutshell Madma is correct, Spell Economics only allows you to not pay the activation cost of the Spell card you are activating. It does not prevent the additional cost required by Chain Energy because that is not the "activation cost" for the Spell card you are activating, it is the cost applied by Chain Energy (sort of a penalty) for activating a card.

Okay What does Chain Energy do?

preaty much makes you lose 500 for playing a card.

What does spell economic's do?

Negates Cost payment for activate spell cards.

Key word is Activating. Since Chain energy isnt getting activated Every turn but infact already dealing its effect Spell Economics couldnt possibly be able to negate it.

Confiscation, Toon world, etc... spell cards that require activation cost.

get negated, beyond that nope, spell economics cant do much since they have already been activated.
