can chaos emperor be special summoned during either player's turn? i am asking because the card doesn't specify when it has to be summoned

Unless specifically stated, monsters are typically summoned during your own Main 1 or Main 2 Phase.

i cant think of 1 card in my deck that specify's when it can be summoned :s

No, For that no monster can be special or normal summoned on the other players turn, "unless" It says other wise. But if upperdeck says you can then you can. For example Ultimate offerings says extra summon, but upper deck says you can summon the monsters during your oppents battle phase.
