No. You cannot use "Cyber-stein" to Special Summon "Chimeratech Overdragon", so the second question does not need an answer...

?/? and its effect text means that its stats are dependent upon its fusion summon, which Cyber Stein's effect is not. You must either use Future Fusion, Overload Fusion (ridiculous late game card in most situations), Power Bond or Polymerization.

Why would you want to? Its a zero ATK/DEF monster if it is summoned like that, even if you could.

His effect, to include ATK and DEF, is TOTALLY dependant on Fusion Summoning.

On the way back from Preview, we were playing with the Chimera, with three each Future Fusion+Overload Fusion, three Cyber Dragons and a boatload of Machines (not to mention RFtDD) and Giant Trunade (the rest were basically stalls). It was a nasty OTK.

For those who haven't seen it yet...Future sends multiple Machines to the GY for Chimera, then Overload sends them out of play for an instant summon.
