Compulsory and Tribe Infecting Virus

If I normal summon Tribe Infecting Virus and use its effect to get rid of my opponent's Solar Flare Dragon, can my opponent chain with Compulsory Evacuation Device to save his monster, or would it already be gone because I had priority?

The same question I guess could go for me using Exiled Force on an opponent's monster and my opponent trying to save it with Comp. Evac. Dev.

You have priority to activate an effect, not to resolve it.

Chain link 1: Tribe/Exiled
Chain Link 2: C-EVA-DE

Resolve in reverse order:
2:C-EVA-DE resolves and returns the targetted monster to the owner's hand
1: Exiled Force resolves without effect since its target is gone, Tribe destroys any remaining pyro monster on the field...

You do not get a refund on Cost (Ignition) Effects regardless of whether the effect resolves successfully or not.
