can i use the monster whose control was taken by mind control to remove with cyber valley effct?

Yes you can. "Tribute" means something different to "remove" or "send".

You can use an opponent's monster you can used Mind Control on for the effect of Cyber Valley (just the second effect, obviously).

You can use Mind Control on an opponent's Cyber Valley and then remove it from play as part of any of its own effects.
