Cyberdark Impact question

Is the returning of the parts of the Cyberdark Dragon considered an effect or a cost? I have a feeling that it's a cost, but I would love a confirmation.

• You can return a face-down "Cyberdark" monster to your Deck for the effect of this card, but you must show it to your opponent.

• You can return a "Cyberdark" monster that is being treated as a Spell Card (by "Relinquished", etc.) to your Deck with the effect of this card.

From these two rulings, it's pretty clear that everything written on "Cyberdark Impact!" is the effect. It has no cost.

As far as I remember, every card that Fusion Summons a monster has no cost. The sending monsters to places is part of their effects, not the costs.
