Dark Paladin and Damage Step

When using Dark Paladin's effect, can it be activated in the Damage Step???

Given the following scenario:

Opponent has Dark Paladin on the field in ATK mode, I summon X-Head Cannon in Attack Mode.
I declare my attack, inquire if my opponent responds, having gotten a negative response.
I activate Limiter Removal from my hand during the Damage Step.

Dark Paladin's effect is Spell Speed 2, correct?

Thus, it shouldn't be able to activate its effect, as it is in the Damage Step, where only SS3 or SS2 cards that modify atk/def values, or cards that specifically triggers during the damage step, should be able to activate.

Thus in this case, Paladin should be destroyed, with opponent taking 700 Battle Damage as a result.

Correct me on this if I got it wrong.
 
2) What cards can be activated during the Damage Step of the Battle Phase?

Currently, these are the cards and Monster Effects that can be activated during the Damage Step:

a) Spell and Trap cards that directly modify the ATK or DEF of a monster. This includes cards like "Castle Walls", "Reinforcements", "Rush Recklessly", "Mirror Wall", and "Limiter Remover".

b) Monster Effects that specifically state they can be (or automatically are) activated in the Damage Step. This includes cards like "Injection Fairy Lily" and "Kinetic Soldier".

c) Multi-Trigger Effects that can negate a Spell or Trap card. This includes cards like "Dark Paladin", "Horus the Black Flame Dragon LV8", "Sorcerer of Dark Chaos", and "Ryu Senshi".

d) Counter Traps. This includes "Magic Jammer", "Trap Jammer", "Barrel Behind the Door", "Magic Drain", and "Divine Wrath".

e) Spell and Trap cards in response to receiving damage. This includes cards like "Inferno Tempest".

f) "Null and Void". Even though this is a Normal (Spell Speed 2) Trap card, it can be activated against the effects of "Airknight Parshath", "Sasuke Samurai #3", or "The Bistro Butcher" during the Damage Step.
