No because it states on the card that dark ruler ha des must be face up on the field for his effect to work.

Once Dark Ruler Ha Des hits the Graveyard, the effect of not being able to be summoned from the Graveyard kicks in...
To be more precise, it is a condition rather than an effect. Also, it would be more appropriate to consider this effect (if you consider it an effect rather than condition) as continuous and not trigger (which would be chainable and make it so that Dark Ruler Ha Des could be Special Summoned in a chain with that trigger).
