hi mates

the sumon of darkness neosphere is a condtion summon (like cyber dragon) or a inerent summon (like gorz)

this is the text of the card

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by sending 1 Fiend-Type monster you control and 1 Fiend-Type monster from your hand to the Graveyard when your opponent's monster declares an attack. This card cannot be destroyed by battle. Once per turn, you can return all face-up Trap Cards you control to the hand.

and as such it can or it cant be negated by royal oppression?

There's only two kinds of summons (unless they decided to change that on me when I wasn't looking) and Royal Oppression negates both. Inherit and effect initiated summons.

Uh, it's "inherent". "Inherit" means something different.

Inherent Summoning Conditions can only be used in your Main Phase, and can't be done in response to anything. Both "Darkness Neosphere" and "Gorz" are Summoned in the Battle Phase and are Summoned in response to something, so they are Summoned by Trigger Effects. "Royal Oppression" can negate Trigger Effects, so it can negate the effect of "Darkness Neosphere" and destroy it.

"Gorz" is (usually) Summoned in the Damage Step, and "Royal Oppression" can't be used in the Damage Step, so it can't negate the effect of "Gorz". But, if "Gorz" is Summoned in response to Effect Damage outside of the Damage Step, then "Royal Oppression" can negate the effect of "Gorz" and destroy it.
