De-fusion Ruling?

I have been looking at this card on Netrepâ„¢.

It states that :
You may use "De-Fusion" to Special Summon "Goddess with the Third Eye" or "King of the Swamps" if it was used as a Fusion Material Monster for the Fusion Monster selected with "De-Fusion".


If I summoned Cyber Twin Dragon, with Cyber Dragon & The Light - Hex-Sealed Fusion as a substitute like King of the Swamps would I be able to special summon them back after attacking with Twin, to continue my battle phase?

You've got a couple of issues that prevent it. The first and foremost issue you have is Cyber Twin Dragon's summoning conditions. He can only be Fusion Summoned using the printed Fusion Materials. You would not be able to use a Fusion Substitute for his Fusion Summon in the first place.

Now, his summoning conditions do not prevent him from being Special Summoned outside of the Fusion process. So you would be able to use the Hex's second effect to Special Summon him using the Hex and Cyber Dragon.

But the issue that creates, is that you didn't Fusion Summon Cyber Twin Dragon. And De-Fusion will only bring back materials used for a Fusion Summon.

Then if I used polmerization with Hex & Cyber Dragon it would work, as it would be a fusion summon and not a special summon?
 
No, because, as I said, you cannot use Fusion Substitutes to Fusion Summon Cyber Twin Dragon. His effect text prevents it.

Bottom line is, you cannot Fusion Summon Cyber Twin Dragon using a Fusion Sub in the first place. You can Special Summon him using the Hex's second effect, but's that not a Fusion Summon, so you can't use De-Fusion later on.

Well to clarify, you can use De-Fusion on any Fusion monster to send it back to the Fusion deck. However, only if the Fusion Monster was Fusion Summoned AND you have the Fusion Materials used for that Fusion Summon in your Graveyard will you be able to Special Summon those monsters back to the field as part of De-Fusion's second effect.
