You can only activate this card when there are no cards in your Graveyard. Select 1 monster that is removed from play and Special Summon it on your side of the field.
This card is... well... with "Fiber Jar" back to being banned real soon... you will almost never see a condition where you can activate this card. Granted, the effect is useful, especially after a "Fiber Jar" flip but 99+% of the time this would be a very dead draw. But if you're looking for another way to get removed cards back onto the field or your hand, here's another (albeit weak) option...
