Divine Wrath and Great Maju Garzett

Can Divine Wrath be used to destroy Great Maju Garzett at the time it is summoned? On the one hand, his effect is somewhat continuous, but you could also say that the effect triggers at the point at which the other monster is tributed. When this came up today I guessed Yes, but I'm less than certain.
