Divine Wrath vs. Balloon Lizard

1) Can Divine Wrath be used against balloon lizard when the counter is placed on it?

2) Can Divine Wrath be used against ballon lizard when it is sent to the graveyard (I believe yes to this.)

3) What would you call it when you put the counter on ballon lizard? A cost?

Ok I am having a little trouble with 1 and 3. Divine Wrath negates the activation and the resolution of an effect. In this case, what effect has actually resolved? Putting the counter on? That doesn't seem like it is really an effect since nothing actually happens when you do this. I am not saying I disagree necessarily, I am just having a tough time understanding this.
 
"Divine Wrath" can be activated when a monster's effect kicks in. Another example involving a counter placement would be "Breaker: The Magical Warrior". When he is Special Summoned, his triggered effect kicks in and his counter placement goes into Chain Link 1. The opponent can then activate "Divine Wrath" in response to negate and destroy it.

With "Balloon Lizard", the effect is triggered during the Standby Phase and as with any Triggered effect, you are able to chain to it.

To make it simple, whenever a monster effect uses the chain then you can use Divine Wrath.

The real question is:
If Divine Wrath is used to destroy Balloon Lizard when a counter is placed during the standby phase, is the "inflict damage when destroyed" effect negated or not?
 
No, the damage still goes through if Divine Wrath destroys Balloon Lizard.

As an example, Vampire Lord would still be able to Special Summoned itself from the graveyard if it were to be destroyed by Divine Wrath, that effect isn't negated.
 
OK, so with Vampire Lord, if Vampire Lord inflicts damage then his "declare one" effect triggers and you can Divine Wrath him only to have his revival effect trigger without being negated. Aha, Thanks!
