"Divine Wrath" vs. "Sinister Serpent"
Well, here's the offiial ruling and it matches the JERP ruling (so please, no "I told you so's").
After you negate the effect of "Sinister Serpent" with "Divine Wrath", your opponent can activate the effect of "Sinister Serpent" again to return it to his hand, even during the same Standby Phase.
Ironic though that given the ruling vs. "Helpoemer" says that "Helpoemer"'s effect is negated and doesn't re-activate.

I'm actually impressed with this considering they seemed to cover most scenarios that could come up. Given how confusing this card is, it's a great change to see some concrete answers.
