DNA Surgery & Soul-Absorbing Bone Tower

Reading about DNA Transplant in a topic, I thought to open this topic, listen...

" If "DNA Surgery" is in play changing all monsters to Zombie-Types, and a monster that was not originally a Zombie-Type is Special Summoned, "Soul-Absorbing Bone Tower"'s effect is applied and you send 2 cards from your opponent's Deck to the Graveyard. " (By Card Registry on Netrep site).

Reading this, an excellent Italian judge said it's very strange, because a monster changes his type after evocation, in this way Bone Tower effect must not work.

Are you sure this ruling is correct?

The ruling is correct.

[Soul-Absorbing Bone tower]'s effect is a Trigger that activates in response to a successful summon. By that time a modifer such as [DNA Transplant] has already been applied.

In general, when a monster is summoned, any continuous modifers that alter ATK/DEF (ie. Field Magic), characteristics, type or attributes (ie. DNA Transplant) are always applied first before all other effects.
