Not really enough info to work with, but if it's the first Duel in the Match, since there was no winner or loser, a simple coin toss, or rock, paper, scissors can decide who goes first.
If it's the second Duel, the same could be applied as it's pretty much the only fair way to decide, even though it could end up with the same player going first each time (which obviously wasnt an advantage the first time).
If neither player has a win in three Duels, a match cannot end in a Draw, so play will continue until the first life point Exchange is made (if time has expired) or if there is still time, a Duel is won.
As a Duelist who plays Self-Destruct Button as a need to survive, I say roll the dice! rock/paper/scissors works as well, but there are way to many people who'll say you cheated out there.
So my advice stands at rolling them dice.

Actually, this was asked/answered on the mailing list (plus we had a huge debate about it some time ago). I don't remember the link offhand but what was said was whomever went first in the previous round has the right to decide who goes first again after a draw.
