dust tornado vs royal decree

mmm it's been a whyle since my last tough yougi tournamant so i'm not sure about activation of dust tornado chained with activation of royal decree, royal decree is destroyed or not...plz help me
 
Dust Tornado is activated, presumably targetting the face-down Royal Decree. That Royal Decree is chained to it.

First, Royal Decree resolves, and from then on all Trap effects on the field are negated (except itself, obviously). Then Dust Tornado tries to resolve, but it can't (because of Royal Decree's continuous effect). Dust Tornado's effect is negated, no cards are destroyed by it, and it's sent to the Graveyard by a game mechanic (it's been used).

Royal Decree survives, Dust Tornado ends up in the Graveyard. Furthermore, the second effect of Dust Tornado cannot be used either (to Set a Spell or Trap Card of your own).
 
That is correct, but I beleive his questions has the chain the other way around. If Royal Decree is activated first and Dust Tornado is chained to it, then Dust Tornado resolve first, destroying the unresolved Royal Decree. Situations like these differ depending on which order the effect are placed on the chain.
 
Ah, I can see how it could be read that way. It's this unspecific English that's the problem here. We all know what a problem that is.
