This question may have been posted before, if so I'm sorry. But when can Elemental Energy Booster Cards be used in Non-Premiere Level Tournaments?

Unless your TO or Store Owner is a Champion for the players who didnt attend a Pre-Release Event, you should be able to use your cards as of Monday, the 7th of Nov.

Otherwise, you will have to more than likely wait until they are for sale in another week, or the first of December if they are really idiots about it.
