If I summon Exiled Force and then tribute it to destroy my opponent's monster, can my opponent chain Ring of Destruction and destroy Exiled Force before it gets its effect?
As the turn player and the controller of Exiled Force, you have priority to activate the effect on successful summon. When you tribute him for his effect, your opponent can only "chain" Ring of Destruction to that particular action, which would mean by the time Ring of Destruction resolves, there is nothing for it to destroy if Exiled was it's target.
I always hesitate to be the first one out there (kill the messenger and all) but I would say no. Reason being that Exiled would be off the field immediately when its effect is activated. So, when Ring of Destruction chains and resolves, Exiled is no longer present to destroy.

Oh, goody. Im not the first to answer...=/ and my answer was right
So, if "Exiled Force" is the only monster on the summoning player's side, and you activate it's effect, it is already gone off the field by the time you could chain "Ring of Destruction".
[edit]Now if there was another face-up monster on the summoning player's side of the field, then you could chain "Ring of Destruction" to "Exiled Force"s effect and target that other monster. That would work just fine.
Skey's correct. Since Exiled has to tribute itself, there is no target for Ring of Destruction's activation. But it can be chained to the effect tageting something else.
