Final Attack Orders VS Tsykuyomi

Player A has a face up Final Attack Orders and a face up attack position monster.

Player B summons Tsykuyomi. Does Tsykuyomi's effect of flipping a monster face down take precedence over Final Attack Orders?

Final Attack Orders only affects face up monsters on the field, making them go into attack position (so Goblin Attack Force would change to defense position, then be immediately put back into attack position).

Since Tsuyukomi's effect changes the monster into face down defense position, the monster is now in a position that cannot be affected by Final Attack Orders. If the monster survied an attack later on, then it would be moved back into attack position.
 
Mostly correct.

If you attack a face-down card while "Final Attack Orders" is active on the field, during the damage calculation step, this is what happens:

1) The monster is flipped face up first.
2) "Final Attack Orders" switches the monster to Attack Position
3) Since we now have attacking monster vs. Attack Position defender, you compare the ATK of both creatures to see who wins.
4) Assuming no other chains, the one with the higher ATK wins, the other is destroyed and the controller of the destroyed monster takes the difference in ATKs as battle damage to life points.
