final attack orders

if my opponent declare an attack at my def positioned monster and i flip final atk orders (so it will be battle step and not damage step) and my monster turn to atk position there will be a replay or not?
 
Not. A replay only occurs if there is a change in the number of monsters on the defender's side of the field. The number of monsters did not change, they just changed positions. The attack proceeds and the monster with the highest ATK wins.

Not true. A replay occurs when a potential attack target is removed, summoned or changed. The number of monsters does not have to be different (like when you react to the attack with magical dimension, you still only have 1 monster on the field, but it is a different one).

There is considered to be no time in between the events, even if they are not simultaneous.

And heck, even if the events were simultaneous, Chillout would still be correct.
