I don't see why not.
The only thing a player cannot do in the first turn is conducting a battle phase. (I hope I am correct on this one)

Why of course. The only restrictions are that the person who goes first cannot attack this turn. But the player going second (although it's it his first turn this game) can attack when it's his opportunity.

there is a big reason for that.
first player by turns becomes the first to draw/ set up the field.
Second player by turns becomes the second to draw/ counter the set up field.
if first player were to start attacking it would be unfair and lead to plenty of first turn kills.
swarming the field is not that hard and the combos you could pull can easily fall with a FTK.
heck ive sometimes had hands were it would lead me to summon DMOC, Jinzo, Mystic Swordsman Lv 6, and 2 1500 atkers.
count the numbers.
2400 +2800 +2300 +3000 = 10500
see not kool huh.
so preaty much it falls in Would you like to set up the field or would you like to counterattack the field.
its the reason why in shaman king the "serve" card gives your opponent 1 green but you get to attack with a hit of 4, which is preaty much the standard in Shaman King TCG.
now if you lose the serve it goes to show how weak your deck is.
its like playing a game of yugioh and you not put anything on the field for 3 turns.
