Can I tribute a face down Flame Ruler to summon a two-tribute Fire monster or does the Flame Ruler have to be face up in order to get his effect?

Yes, you can.

Yes you can, unless the f/d Flame Ruler is from the opponent and you choose it with Soul Exchange, because then, it only counts as 1 tribute.

Thanks for the info. Is there a ruling for this card somewhere that I could point a player to regarding this? Or a ruling on another card that would pertain to a similar situation?
