Does Forced Requistion activate afte the card effect resolves? If it does, can i use Morphing Jar when i have 5 cards in my hand to make them discard my oppoent whole hand after they draw their five cards?
Assuming Forced Requisition was already active then yes, it's effect will activate and resolve inbetween steps of a chain whenever you are forced to discard.
If you are looking to activate it, you can only do so when the last action you performed was a discard (like with Graceful Charity or if your opponent hit you with Delinquent Duo).
