Fusilier Dragon and Cost Down.

Hello everybody! Developing a deck around Fusilier Dragon I found something curious. Let's say I activate two cost downs and my Fusilier is reduced from 7 stars to 3 stars...but DUH! I realize that there is no way I can Tribute summon Fusilier because it's a three star monster. Here is where I got confused, since Fusilier's effect says "This card CAN be Normal Summoned or Set without tribute...etc" Now that I no longer require a Tribute for Fusilier Dragon...what would happen? would it's attack be halved if I summon/set it or would it stay as it is?

You would be summoning it without Tributes because of the 2 Cost Downs so its effect would become moot and it would retain its original stats.

That makes a lot of sense, but means that you'd better say how you are Summoning it (without using it's effect or otherwise the stats would be halved)
