Fusilier Dragon vs. Deck Destruction Virus

Hi,
A friend of mine asked me this question and can´t give him an answer.
So if i set a Fusilier Dragon without offering Tribute, can i tribute him face-down for DDV ??
I know it will work if i normalsummon without tributes and then flipp it face down via BoM. But thats not the question

Straight from RONIN....dang this program is awesome....

If you Summon "Fusilier Dragon, the Dual-Mode Beast" without Tribute, then flip it face-down, you can use it to activate "Deck Devastation Virus".

So when you Set Fusiler originally, you can go ahead and use its stats for DDV.

EDIT: Ooops, I checked with some reliable sources. If you set Fuliser, it will have the lowered ATK and DEF, so you will need to flip it up and down again to have its effect rest in order for it to get boosted properly.... 8^D

I'm not so sure about that. The key with that ruling is the fact that you summoned it without tribute 1st, then flipped it face down, which would RESET it's ATK back to a valid number for "Deck Devastation Virus".

I don't think you can use "Deck Devastation Virus" if you Set "Fusilier" because of this ruling:
"If you Set "Fusilier Dragon, the Dual-Mode Beast" without Tribute, it has ATK 1400 and DEF 1000 when flipped face-up."

I take this to mean the ATK/DEF are modified while face down as well.

I could be wrong though.
