General Mechanic: GY and RfPP check

Both Graveyard and removed from play pile are public knowledge and both players can check these piles whenever they want (of course asking permission if it's opponent's pile).
And as far as I remember, this can be done even in the middle of chain, or simply a card activation(unless otherwise states this can't be done- Question as a example), right?

Example: My opp. activates Reasoning. I then check his GY and RfPP before calling a level, seeing the monsters that are already there and helping my decision. This is perfectly acceptable and legal, right?

Another example: I activate Confiscation and look at my opponent's cards in his hand. To help my decision I check his GY and RfPP, and only then I decide. Also acceptable, right?

I'm asking because I saw a judge saying this couldn't be done. Also because I couldn't find searching this forum (maybe I chose the wrong words to search).

Yes, the RFP pile and graveyard are viewable at any point in time by either player. I went though the same questions as you have here one of the judge's list at one point, (can't remember which one) if memory serves me correctly it had the title of "Immediate response?"
