As the text states, these cards CANNOT be Special Summoned except by tributing the feeder monster (Vampire Lord or Red-Eyes Black Dragon) first.

So if these cards are in your Graveyard, you would have to combine whatever card you were using to reborn them with "tributing" the proper monster also.

Once these monsters hit the graveyard, they're not coming back to the field, even if you tribute the correct monster again in combination with a recursion card. The only way to get these monsters back is to use something like Monster Reincarnation or Feather of the Phoenix...but then you must summon them according to their text again.

I see this as the same as Tyrant Dragon. although his text does not state, "this card cannot be special summoned from the Graveyard except...", it still states that you must tribute a dragon type monster to reborn him.

I could of course be completely wrong, but I would think that if you leave the window open on it by saying "except by tributing..." that could leave it up to interpretation.

Pretty sure they're both listed as Nomi monsters so unless you get them back to your hand first you can't possibly resummon them.

Answer:

"Vampire Genesis"'s text is actually closer to that of "Archlord Zerato" and "Mazera Deville." That is, "Vampire Genesis" is a "nomi" monster, and cannot be Special Summoned in any way, EXCEPT for the method written on the card.

So, even after properly Special Summoning it, you cannot Special Summon it from the Graveyard with "Premature Burial" or the like.
